Received the exact same answer from both of the gentlemen below, one with a date and one without a date!

Conclusion: Either someone has a fundamental problem with understanding a written text, or the incompetent public servants in Lukashenko’s corrupted administration only know the copy-paste method!?
The answer received represents a true pearl of wisdom. After tons of irrelevant sentences, I am served a piece of shocking crisp advice from the gentlemen, telling me that I should hire a lawyer to help me out, and this is, of course, and as usual, delivered to me in Russian!
A side question, just out of curiosity: Do they teach English in Belarusian schools? Do the judges and people with key positions in the public administration respond in Russian because they are just unable to speak English, or is it because there is a shortage of English-speaking assistants?
Is your government funding this service? Or, is Lukashenko afraid that a foreign citizen will call and speak English with his representatives and perhaps make them see things from another angle!?
Is it a strategy of the Totalitarian Regime of Lukashenko to keep the people in his organization isolated from the outside world!? Please clarify why nobody can respond in English, because this remains a huge question for me.
