Belarus protects the rights of children,<\/h4>\n\n\n\n

Education Minister Igor Karpenko does not see the need to create an institution of an ombudsman for children. This follows from his statements in an interview with the \u201cMain Air\u201d program of the \u201cBelarus 1\u201d TV channel (on-air January 26).<\/strong><\/em><\/p>\n\n\n\n

On January 20-21, the official attended the 83rd session of the UN Committee on the Rights of the Child in Geneva. Belarus submitted a combined fifth and sixth periodic report on compliance with the provisions of the UN Convention on the Rights of the Child.<\/strong><\/em><\/p>\n\n\n\n

According to Karpenko, the Belarusian delegation was constantly asked about the creation of the institution of an ombudsman for children.<\/p>\n\n\n\n

\u201cWe explained to our colleagues in the committee, (\u2026) that we have created a fairly effective system, the National Commission on the Rights of the Child, headed by the Deputy Prime Minister of our country, coordinates all the work to protect the rights of children. And, in our opinion, today, there is no need to copy any systems that exist in other countries, \u201dthe minister said.<\/em><\/strong><\/h4>\n\n\n\n

He noted that in the framework of the implementation of the Convention on the Rights of the Child, children \u201care also included in all processes for ensuring childhood in our country\u201d.<\/p>\n\n\n\n

\u201cWell, in particular, for example, today we have created a coordinating council of youth and children\u2019s parliaments. And now the question of the possibility of creating a youth parliament at the National Assembly of the Republic of Belarus is being considered, \u201dreported<\/a> Karpenko.<\/p>\n\n\n\n

Speaking in Geneva, the official drew attention to the fact that in 2019 a decree of the Belarusian government \u201cOn recognizing children as socially dangerous\u201d was adopted, which changed the approach to organizing preventive work with dysfunctional families.<\/p>\n\n\n\n

Karpenko also noted that in December last year, amendments and additions were made to a number of codes and laws aimed at ensuring a more active and efficient application of pre-trial settlement of disputes in the fields of public relations, including with the help of mediators; to improve the legislative regulation of marriage and family relations; on the implementation in legislative acts of the provisions of international legal acts in the field of ensuring and protecting the rights and legitimate interests of children, including the Convention on the Civil Aspects of International Child Abduction.<\/p>\n\n\n\n

An alternative report was first presented at a session in Geneva on the implementation by Belarus of the Convention on the Rights of the Child. It was prepared by eight human rights organizations and public associations: the Helsinki Foundation for Human Rights (Poland), the Belarusian Helsinki Committee (BHC), the human rights center Viasna (closed by the authorities), the Center for the Promotion of Women\u2019s Rights \u2013 Her Rights, and an expert legal partnership Forb Initiative, Levania Center for Child Development Issues, Office for the Rights of Persons with Disabilities and Human Constanta.<\/p>\n\n\n\n

At the presentation of the report on December 20 in Minsk, its authors noted shortcomings and gaps in the legislation in almost all areas of children\u2019s lives. The main comments concerned the fields of education and health, as well as the observance of the civil rights of minors.<\/a><\/p>\n\n\n\n
